The small sail on the topping lift is called a riding sail, which supposedly cuts down on the amount of swinging a boat does at anchor.

We tried using the riding sail as a small sea anchor off the bow when we were hove-to during one of the gales we experienced in the Northern Atlantic, in order to keep the bow closer to the wind. It worked well as a sea anchor but the lines chafed through before we realized it, and unfortunately, we lost the sail to King Neptune.
