PAYS is a cooperative association working in Prince Rupert Bay. Many years ago, the boat boys would aggressively compete for cruiser business in the bay. Crime was a problem. And, many cruisers didn't stay in Dominica very long because the whole situation was chaotic and annoying.
PAYS provides security patrols through the harbor at no cost for the cruisers. By Yacht Services, it means; PAYS offers secure mooring balls for $10 per night. PAYS has a mooring ball which is plumbed with fresh water for refilling your tanks and doing a wash down for a reasonable fee (Dominica has lots of fresh water). PAYS will collect your trash for a few dollars. PAYS has wifi. PAYS guys will arrange tours for you, just ask them, and someone will come pick you up on your boat at the agreed upon day and time.
Twice weekly, PAYS will host a dinner for which the proceeds go to fund security patrols and continue to expand their services. These guys are doing a good thing for their community and the cruising community in general. The guys that work for PAYS have PAYS clearly marked on their boats.
PAYS is NOT running the other tour operators out of business. And, we saw no ill will between PAYS boat boys and other boat boys.
