Hardly. No, what you looking at is salt encrustation at the salt ponds at Salinas Bay on Carmen Island. This used to be a commercial operation many years ago that developed the naturally occurring salt pans into a money making venture. The water from the salt pans is still evaporating and leaving the windblown salt to crystallize into ice-like formations. The red tinge to the water is a result of the high salt content of the water.
