Any tip how to deal with the Norwegian Customs?

Our wonderful sailing in Norway, one of the most beautiful countries, where we met some many nice and helpful people ended in a tragedy for our family. The Norwegian Customs insist that we shall pay a fee of more than 201 474 NOK , 25244 EUR. The "crime" was that we left the boat during 2009 (Sept-May) and it's not allowed to leave the boat more than 6 weeks. (during this period we of course came back several time to check the boat)
During our sailing in Norway we visited many harbors, no information about this limit or regulation. Before sailing away we thought we were good prepared, belong to different sailing associations, have listened to other sailors that made the same sailing, leaving the boat during the winter the had more experience we would of course have acted in another way The boat was stored in a Public harbor, we had a contract with harbor, etc.
